A starboard jump seat hinge in an RBH configuration. It lets a jump seat fold down for use and fold up out of the way when deck space is needed.
Found on fold-down seats along the transom and cockpit sides. 316 stainless steel contains molybdenum, which gives it better resistance to pitting and crevice corrosion from salt spray than 304 stainless. A polished surface sheds salt and grime and is easier to keep clean on the line and in service.
